POSITION DESCRIPTION
Title:  Compliance Controller
Schedule: Monday through Friday, 8 am to 5 pm
Location:  Longview, WA
Classification:  Full-time
Opening Date:  July 26, 2019
Salary Range:  $80K to $100k Annual DOE
Closing Date: Open until filled

Position Summary: The Compliance controller assists the CFO with the Tribe’s grant compliance, policies and budgets. This person ensures the fund accounting system is accurate, meets requirements for compliance and adequate support.

Essential duties and responsibilities:

  • Assists the accounting staff to insure the compliance of OMB regulation and individual grant requirements.
  • The Compliance controller oversees with the supervision of the CFO to ensure budgets, audit, fund accounting systems meets professional standards.
  • Uses ongoing internal auditing techniques and review of expenditures for awarded funds and grant applications to protect tribal awards from OMB compliance violations and over/under spending.
  • Reviews and approves journal entries for monthly and year end reconciliations for grant funds.
  • Oversee and monitor budgets to meet grant manager’s needs.
  • Responsible for monitoring and recordkeeping for all grants, including but not limited to new award documents, extensions, financial reporting requirements and filing, close out spending and accruals, and coordinating the various payment methods for grant funding
  • Preparation of SEFA for audit and other annual financial statements and reports that meet Federal requirements.
  • Assists CFO with quarterly and annual financial reporting to agencies and draw down
  • Works with CFO, Operations controller and accounting staff to maintain accounting records in accordance with generally accepted accounting principles (GAAP) standards and practices to ensure all grant accounts are properly reconciled and ready for audit.
  • Assists with managing and coordinating annual single audit with auditing firm.

Assists the CFO with financial planning and maintenance by:

  • Monitoring fund sources and uses to meet budgets in accordance of grant and award goals.
  • Assists the directors and grant managers with preparation of projects, grant budgets, and financial program monitoring.
  • Reviews approved budgets and exercises accounting controls to ensure expenditures do not exceed amounts authorized and availability of grant funds.
  • Works with grant/project managers to re-forecast budgets as required.
  • Recommends techniques to improve productivity, increase efficiencies, cut costs and take advantage of opportunities.
  • Other duties may be assigned.
  • Bachelor’s Degree in Accounting, or Bachelor of Science in Business Administration with concentration in Accounting preferred, or equivalent level of education/experience.
  • Experience with Abila MIP grant accounting software preferred
  • At least 3 years of experience in fiscal management, budgeting, and grant management/accounting.
  • At least two years of supervisory experience preferred.
  • Experience and working knowledge of all accounting cycle functions and financial statement preparation and interpretation.
  • Strong interpersonal communication skills.

Supervisory Controls: This position reports to the CFO. Compliance controller uses independent judgment to carry out functions to meet stated requirements. Work is periodically reviewed for compliance with applicable laws and guidelines.

Guidelines: Guidelines are GAAP regulations, and various other funding agency accounting requirements. Work is also performed within all other programs

Supervisory Responsibilities: Assists Operations Controller with supervisory duties for (9) employees in the Accounting department. Carries out supervisory responsibilities in accordance with the Tribe’s policies and applicable laws. Responsibilities could include interviewing, hiring, and training employees, performance reviews.

Minimum Qualifications and Skills:

  • Bachelor’s Degree in Accounting, or Bachelor of Science in Business Administration with concentration in Accounting preferred, or equivalent level of education/experience.
  • Experience with Abila MIP grant accounting software preferred
  • At least 3 years of experience in fiscal management, budgeting, and grant management/accounting.
  • At least two years of supervisory experience preferred.
  • Experience and working knowledge of all accounting cycle functions and financial statement preparation and interpretation.
  • Strong interpersonal communication skills.
