Tribal Gaming Board of Directors
Position Open to Cowlitz Tribal Members
Location: Longview, WA
Classification: Part-time 4 to 6 meetings per month
Salary Range: DOQ
Position Summary: The Cowlitz Tribal Gaming Authority (“Authority”) is an agency of the Cowlitz Tribal government, separate from other branches of the Tribal government but accountable to the Tribal Council. The primary function is to oversee the development, operation, management, and financing of Tribes gaming operation, entertainment facilities, gas station, convenience store, and associated future development including a hotel, and resort facilities (the “Enterprise”).
During the term of the Tribe’s Management Agreement with the Mohegan Tribe of Connecticut (“Sal-Mo”), which runs until April 2024, the Authority Board of Directors shares these oversite functions with Sal-Mo.
The Gaming Authority Board oversees all non-regulatory aspects of the gaming operation. Regulation of the gaming operation is sole responsibility of the Tribal Gaming Commission.
- The purposes for which the Authority was created include:
- To develop the Enterprise in a commercially reasonable manner;
- To provide for centralized management of the Enterprise separate from the other branches of the Tribal government but accountable to the Tribe’s governing body;
- To carry out the purposes of the Indian Gaming Regulatory Act and the Cowlitz Tribal Gaming Ordinance;
- To generate surplus revenue for the benefit of the Tribe and its members.
- To negotiate with state and local governments and private entities, and to enter into and implement contracts in furtherance of the development of the Enterprise;
- To provide a fair return to the Tribe on its investment.
Essential duties and responsibilities:
Duties of the Authority Board include:
- Oversees executives of the Tribes gaming enterprise management.
- Participates in operation/management board meetings, development board meetings, strategic planning and the annual budget process, reviews requests for development, construction, operation, management, promotion, and financing of gaming, and any associated hotel, resort and entertainment facilities owned by the Tribe.
- Reviews proposed policies and procedures from gaming managers for implementation.
- Keeps Tribal Council appraised of important concerns.
- Advises Tribal Council on a variety of issues related to the gaming operations.
- Researches, analyzes, prepares and presents special projects and reports related to the tribal government operation.
- Develops tribal resources to obtain the highest value possible for those resources;
- Provides a means to raise the standard of living and improve both physical and spiritual health and increase education for all Tribal members;
- Enters into and takes advantage of business and commercial opportunities available to the Tribe.
The Authority shall exercise its powers in the best interests of the Tribe within the limits of responsible business judgment.
Meetings: The Authority Board meets every two weeks with the ilani management team. Board members hold additional meeting as needed to oversee development projects, financing needs, and other special projects that arise. Board members also usually attend monthly Tribal Council meetings.

Supervision Received: This position reports to the Tribal Council
Supervision Exercised: Directs the ilani senior management team.

- Ability to analyze problems and determine solutions; ability to read and interpret laws, policies, procedures and Tribal ordinances

Education, Experience and Training:
- Bachelor’s degree in Business Administration, Hospitality Management, or related field
- Five (5) or more years progressive management experience, with experience in organizational management, tribal government management, budgeting and fiscal management, or human resources functions. Has a decisive but inclusive personality to gain support of the direct reports and other staff to carry out the objectives of the Authority.
- High School Diploma or Equivalent, and
- Ten (10) or more years progressive management experience as listed above
- Five (5) years of the above mentioned experience must have been at the level of Director or above
